You could either do a plastic weld to close it up or just plug it up with epoxy or something. It's a little boat so it should be easy enough to just lift it over your head to empty it. Heck, my Jackson Allstar doesn't even come with a drain plug since Eric Jackson doesn't like putting holes in his boats. Just plug up the drain plug hole permanently.
